On the Centenary of Progress and Poverty

A bstract . Henry George was more fortunate than many authors of classics. His Progress and Poverty won understanding, appreciation and recognition from the start. The book presented a theory of the business cycle based on monopoly of which theorists must take account. It also represented the peak of the development of the classical school. George shared with the school's great figures, particularly Adam Smith and David Ricardo , a Utopian vision of a free economy. But George went beyond them in envisioning a free society in a new moral order; he was one of the great libertarian philosophers. Moreover, as Teilhac has shown, he projected into economics a social rationalism that opened the way for a reborn political economy based on scientific method. Though his is one of the enduring creations of the human mind which spur the species on to greater cultural achievements, it is, first and foremost, an economic classic. Insofar as George pointed to monopoly and privilege as socially disastrous institutions , his teaching has been adopted by economists everywhere. His doctrine that all men share a common right to the earth now rules space exploitation—that is, the universe —and the deep oceans and it is winning grudging recognition in the one-fourth of the earth humanity inhabits.     

The ethical benefits of trust-based partnering: the example of the construction industry

As inter-organisational relations represent an increasingly important element in business the ability to build sustainable relationships becomes a key skill. To achieve sustainable relationships parties need to move from a low trust/low ethics base to a high trust/high ethics base in their relating. This paper uses data from a study into trust-based partnering in the construction industry to demonstrate that ethics is integral to trust building. The data supports the proposition that ethical partnering, which is characterised by reliability, delivery of promises, open and honest communications, respect and reciprocity, and a willingness to act reasonably towards each other, is the most effective model for parties seeking to build sustainable relationships.     

Would Freeing Up World Trade Reduce Poverty and Inequality? The Vexed Role of Agricultural Distortions

Trade policy reforms in recent decades have sharply reduced the distortions that were harming agriculture in developing countries, yet global trade in farm products continues to be far more distorted than trade in non‐farm goods. Those distortions reduce some forms of poverty and inequality but worsen others, so the net effects are unclear without empirical modelling. This article summarises a series of new economy‐wide global and national empirical studies that focus on the net effects of the remaining distortions to world merchandise trade on poverty and inequality globally and in various developing countries. The global Linkage model results suggest that removing those remaining distortions would reduce international inequality, largely by boosting net farm incomes and raising real wages for unskilled workers in developing countries, and would reduce the number of poor people worldwide by 3 per cent. The analysis based on the Global Trade Analysis Project model for a sample of 15 countries, and nine stand‐alone national case studies, all point to larger reductions in poverty, especially if only the non‐poor are subjected to increased income taxation to compensate for the loss of trade tax revenue.
